Route 28 Corridor Feasibility Study: Overview, Goals, and Objective

The project goals for the Route 28 Corridor Feasibility Study are to identify infrastructure improvements that will improve travel times and network reliability within the Route 28 Corridor through Prince William County, the City of Manassas and City of Manassas Park and develop a plan to implement these improvement project(s).

The purpose of this study is to evaluate alternatives to relieve congestion on Route 28 (Nokesville Road/Center Street/Church Street/Centreville Road) through the City of Manassas, the City of Manassas Park, and Yorkshire area of Prince William County and select a preferred alternative to be included in the County’s long range plans as well as Smart Scale prioritization consideration.

Key Objects for the Feasibility Study

Reduce congestion and improve network reliability

Route 28 from Godwin Drive – through Historic Downtown Manassas to Liberia Avenue

Route 28, Centreville Road – between Liberia Avenue and Compton Road.

Facilitate the weekday peak period commuter flows between I-66 and the residential communities in Manassas Park, Manassas, and Prince William County.

Provide increased opportunities for alternative modes of travel such as travel by bicycles, walking and carpooling/vanpooling.

Provide improved access to transit facilities.

Identify improvement project(s) that:

– Have public consensus

– Avoid or minimize environmental impacts

– Avoid or minimize impacts to existing development

Identify improvement project(s) that complement other Route 28 improvements currently being implemented by VDOT, Fairfax County, City of Manassas, City of Manassas Park, and Prince William County. These include:

– Widening of Route 28 to six lanes between Godwin Drive and Pennsylvania Avenue. Improvements include adding a dual-turn lane on northbound.

– Route 28 Phase III – Widening of Route 28 to a six-lane divided facility between Linton Hall Road and Pennsylvania Avenue.

– Widening of Route 28 to six lanes in Fairfax County between Bull Run and Route 29 including intersections improvements and pedestrian/bicycle facilities.

About Northern Virginia Transportation Authority (NVTA)

The project goals for the Route 28 Corridor Feasibility Study are to identify infrastructure improvements that will improve travel times and network reliability within the Route 28 Corridor through Prince William County, the City of Manassas and City of Manassas Park and develop a plan to implement these improvement project(s).

Senate Bill 576, approved by the General Assembly on April 17, 2002, amended the Code of Virginia and created the Northern Virginia Transportation Authority. The Bill added a chapter (numbered 48.2) to Title 15.2 which describes the purpose and powers of the new Authority. Below is a “plain language” summary of excepts from the chapter relating to the Authority’s mission.

The Authority has the following powers and functions:

• The Authority shall prepare a regional transportation plan for Planning District Eight, to include, but not necessarily be limited to, transportation improvements of regional significance, and shall from time to time revise and amend the plan.

• Once the plan is adopted, the Authority may construct or otherwise implement the transportation facilities in the plan.

• The Authority may contract with others to provide transportation facilities or to operate its facilities, or it may provide and/or operate such facilities itself.

• The Authority does not have the power to regulate services provided by taxicabs.

• The Authority may acquire land for the purposes of providing transportation facilities or services. The land can be for the Authority’s use in providing transportation facilities or services, or it can be transferred to another agency for use by that agency in connection with an adopted transportation plan.

• The Authority may prepare a plan for mass transportation services and may contract with others to provide the necessary facilities, equipment, operations, etc., needed to implement the plan.
